You know civility is not being taught when...

You know the public isn't being sufficiently educated in proper civil conduct, when a city council is forced to pass laws to ban public bathing, urinating, and doing laundry in a (very public) city fountain.

You know it's really problematic, when even those laws aren't enough:

According to the local NBC affiliate --Rockford considering new code for behavior at Millennium Fountain "Since its dedication in 2001, Millennium Fountain in Waterside Park has become one of downtown Rockford's most popular spots....

Only two moths after the fountain's debut, aldermen were forced to pass an ordinance making it illegal to bathe, wade, urinate or wash clothes there. And now they're considering tightening the fountain code."
